In order to promote the Pawnee Zoo, Leslie decides to marry two of their resident penguins as a publicity stunt. However, when both penguins turn out to be male, she inadvertently causes an uproar among the townspeople.

Leslie learns what it really takes to get what you want in politics at a banquet honoring her mother. Meanwhile, Tom and Mark ditch the festivities to pick up women at a bar.
As Andy cleans up the house to surprise his girlfriend Ann, Leslie tries to make it into the boys club of politics by attending a get together. In order to fit in, she opens a gift basket worth over $25, breaking the Pawnee political laws.

The Reporter Leslie arranges for a reporter to do a story about her park project, but she and her committee have the worst time staying on topic. She then calls Mark to help her save the story, but it ends up hurting more than helping. Meanwhile, Tom does all he can to suck up to his boss.
